You will need a cd drive capable of burning cds (usually a cd-r or cd-rw). Blank cd-rs and burning software depending on what you are trying to burn. Windows has built in cd burning functions.
In xp to burn a cd (assuming you have a cd drive that can burn cds) simply right click>send to>cd drive. This will pop up the cd burning wizard.

Nero is one of the best softwares to use, but you have to pay for it.
You could also download free software such as http://www.burn4free.com/ I have used it in the past, and it works good for your general purpose needs.

You need the disk you want to copy. A spare disk which has no attachment in it and done.
