July is hard to say but I would say the best time is either early May or January. NYC really is not that expensive if you know where to look for bargains and how to work it . If you are outside Manhattan, you can get a decent hotel for 100 USD a night. Take the train and travel by foot. Lots to eat, lots to see at almost no cost. Chinese, Indian, Italian, Pakistani, Japanese, Malaysian, African, Soul, and many other types of food for less than 10 bucks a head, All day metrocard will run you 7 dollars for 24 hours of nonstop transport via train or bus. NYC is very easy to get around and very hard to get lost except central park. My friends come visit all the time and they spend less than 500 per person per week, with my advise of course.

I know some idiots who spend 800 bucks for a steak dinner in the touristy areas when they could go to Peter Luger's in Williamsburg Brooklyn (walking distance from Lower East Side of Manhattan over the Williamsburg Bridge) for 60 bucks.

Little Italy has lunch specials for under 10 dollars including a glass of wine.
Chinatown has lots of small eat places that costs anywhere from 3-15 dollars per person for lunch. Majority is under 10 dollars.

You just have to know where to go.

I don't think New York really has a cheap time of year to visit and it is always expensive.
The alternative, although not that much cheaper, would be a hostel. I found one for $88 (US Dollars) per night plus taxes and fees - I believe the name was Columbus Studio Hostel.
Is there anyone that could go with you to share the expense?
You could try staying in New Jersey or Long Island but you might have a hard time getting into and out of New York.

First, don't go in July. Summer is always a busy time in the city and it's hot, humid, and just plain nasty. However, anytime of the year, and if you have your heart set on July, I would suggest the Pickwick Arms on 230 East 51st Street. The prices are really cheap (for NYC standards) but the rooms are the size of closets. If you don't mind cramped quarters, I suggest this hotel to anyone that is not looking to blow all of their cash on a room.
Welcome to the city and have fun.

July is a VERY expensive time of year to go to NYC because that is considered "peak" season. Besides NYC is a VERY expensive city period. The best time finance wise to see NYC would be either very early spring or very early fall.
