if you are asking in technical term them these two deals with different field.
in technical term. each area of network is divided in number of small area and each area have transceiver and fixed frequency, bandwidth and these areas are known as cell.
and dial tone is the tone which u listen when u pick up phone receiver this tell u this phone is working fine.
mobile phone do not have dial tone because the connected to network when u dial no. then it check the n/w. so no dial tone this have initially.
whereas land line phone always connected to telephone exchange via dedicated link that is why it always got dial tone except its not defective.

LOL! I've had the same problem with my phone for years and still can't hear a dial tone! Try dialing a number, pretending you hear a dial tone.

cell phone has own "Battery" for power supply. it is connected all the time to mobile network but as far as landline(dialtone phones) concerns they don't have own battry for power they take power as well as connectivity from telephone exchange.when we lift the cradle it established the connection to exchange. So if the dialtone in coming it means phone is in working condition not dead.
