Do you know what it is to communicate? this is what's wrong with most marriages today, this is why there are so many divorces, no communication between couples. We lose it. We don't really know each other.
After being married a few years we sit up and look around at a stranger because we don't know who our partner is.
I suggest you get to know him, talk to him. Learn his likes, his dislikes, tell him yours. maybe your not ever compatible, wouldn't it be better to find out that now, and not five years down the line and two kids later?
After you learn who your partner is, you can carry it further, love is one of the most amorous thing you can give to someone, not just sex. Don't think of it that way, anyone can have sex, not everyone can make love. Learn foreplay, how to make love, again, not just sex. There are more points to the body that can make a woman orgasm without penetration than one can imagine, learn them. The same is true with men. Learn who you are then learn who your partner is. I mean you can't just come out and tell him that type of stuff then he will ball up into a shell. Because if it hasn't happened like that naturally then he may not be feeling it.
I know I am not the type to wanna hold hands and do all the smushy stuff because it's really not in my nature, some guys are like that but many are not.
Only thought to try to make something happen, would be to ease into it and see how he reacts.

Next time you have a kiss, put your arms around his neck and slip your tongue in honey, he will copy what you do and he will love every minute.
It sounds like he is quite shy to make the first move, so do it for him.
Beware though babe, once you do this, he won't be able to keep his hands of you, you may even end up with a strained tongue haha
