Yes it can. If you start with lust, then get to know the other person, see his qualities, spend time with him/her, lust can definitely turn to love. Sometimes it can turn to love without spending time or getting to know the other person. For example, there's a woman working in the same office as you do, and you want her but did nothing about it (meaning sex). You watch her day by day and start falling in love. Not by knowing her but, maybe by seeing her everyday, getting used to her being around, maybe even picturing and making up a personality for her.
So yes, lust can turn to love, even if you don't know the other person.

lust is usually the first thing that's there between two people and yes it can but both have to really take that time to get to know one another intimately(I don't mean sexually) to find out if that will be there or not...
