Yes it is given in church every Sunday, some Catholics don't like to receive communion unless they have been to the priest for confession before hand- usually a day or two before. If for whatever reason someone did not go to confession before hand they will possible refrain from receiving communion.

If you attend services weekly you do, but if your like me and only attend every so often then you should go to confession first.
