Really depends on what kind of photography you are interested in and what kind of work you do. If it is fine art photography which you wish to pursue then I would say Yale, and for commercial work I would say Brooks, but to be honest you should not pursue a certain college or university based on rankings or notoriety, instead you should consider who teaches there, if you like their work, and most of all can you learn and work with the individuals that work in the department. I would suggest visiting the university, but before that write to the dean of the department or one of the professors whose work you are interested in.
