Because they are all muslim countries, they follow more or less the islamic rules: i.e. no tax, no interest on loans and so on.
There are also 2 different kind of courthouses. For the islamic affairs it is the Sharia law. Right now it is more or less a mixture, because of western influence .
The only 2 really strict countries for my knowledge are:
Saudi Arabia and Sudan. There it is mandadory for every citizen to be a muslim. In all other countries there is freedom of religion. At least more or less, but it is not mandatory to be a muslim.

Yes, Quran and Sharia is very important for the government to rule the country through it.
People more flexible to obey Sharia more than obeying any other rules make by Human.
But if u compare between these countries u will find a few differences in some issues. like in Saudi Arabia they still WHIP people in some kind of criminal but in other countries they don't do that anymore.

To be honest, currently " A BIG NO".
Few years’ back there was a regime started sincerely (of course with some miners human flaws), but so called BIG BROTHERS AND WITH THE HELP OF TRAITERS, tried to whipped them out but still these sincere people struggling and trying to fight against odds.
May Allah help them and give others wisdom to realize situation instead of becoming victim of ego.
