My driver license has been suspended in New Jersey since 1989. I was in the miitary and not living in the state, (nor ever plan to live there,) and did not learn until I tried to obtain a California license that it was suspended. How can I find out if there is a statute of limitations on license suspension, and how can I clear my driving record?

There is none. IF there is absolutely no reason for your privilege to drive in NJ, and NJ has misidentified you, then you have to prove to them that you are not the person they have on record. You may have the same name as someone else in NJ, and they have your name. Your military ID, social security number, birth certificate may be all you need to supply to NJ to have the records changed. But they may need proof that you were not in NJ at the time that drivers license number was issued. It may be a very easy process, or it could take some time. NJDMV can be behind. The reason for suspension could be serious, and they will thoroughly have to go over "the" record in question. You will need to call or write to the NJDMV to find out exactly what they need to change their records. But it can be done if their records are incorrect. Good luck.
