I am using a pedal wrench but doesn't seem to budge. Any help would be great!

If you are trying to loosen the left side pedal it is reversed threaded and you have to run the wrench as if to tighten but it will loosen the pedal. If this does not work go to a hardware store and buy a penetrating lubricant. WD-40 is an all around type lube and can penetrate but will not be as goos as if you buy somthing designed for it. You can also either get a longer wrench or a small piece of pipe to make the handle longer to add more leverage to the wrench. As a last resort heat the metal. When you heat it you take the chance of weakening the metal if you get it to hot. If none of those options work the pedal may be rusted or siezed in the crank arm which means you will have to replace the arm if it is a 3piece or crank if it is a 1-2pc.

One of them has reverse threads. Try turning the wrench the other way.

One side of the bike has reverse threads, you may be turning the wrench the wrong way.

spray a little WD40 into the pedal area. make sure you turn the right direction! left side is reverse threaded, wich means lefty tighty, righty loosey.

Coca Cola will work better than any lubricant.
