try using some almond oil after you bathe. put it on while your skin is still wet, before you towel off. it works really well.
remember to be drinking enough water, and that caffeine can dry out your skin too.
taking an omega-3 or flax oil supplement is also very helpful!

Try using a soap free body wash, or even a glycerin soap. Regular soap tends to dry out the skin. Use an exfoliator/scrub in the shower at least 3 times a week. Always moisturize right after the shower, the heat from the shower opens up your pores and your skin absorbs the lotion or cream better. Speaking of which creams are more hydrating than lotions, they are creamier, thicker and richer. Bath and body works has a good selection of moisturizers, you can choose from a variety of scents. I recommend their Breath Line in Comfort. I hope you find the relief you need!

I know what you are saying. My hands and feet get real dry. One thing that will help is drink lots of water. We seem to drink less in the winter and we should drink more. Cold weather is very dehydrating.
If it is just certain parts of your body use Bag balm, it is used on cow utters and you can get it in the grocery store. Even doctors swear by it. It comes in a square green can.
If it is your whole body then a good lotion and drinks lots of water.

Several of the other answers are very good. My suggestion, if you don't already take vitamin E try taking 2 gel caps a day of 400 I.U.
this will also help your dry skin in addition to what the other folks have already suggested.

just keeping a pan of water all the time in the room can greatly reduce dry skin in winter. the air is very dry and lacks water moisture when the heat is used. a pan of water that is always kept full evaporates and puts humidity into the room.

if you have an old style radiator type heat...put the pan on the radiator for best effect.
