Yes.
One way is that you take it to a photographer that equipped with a lab to have it optically enlarged. It may cost money though.
A cheaper way is to take a photo of it with a good camera (didgital or optical), with very good lighting and good shooting skill (better set the camera on a tripod).

No. You can enlarge a picture, but as you have detected, the quality will not be good. This is because the missing pixels have to be invented out of thin air. Any program you use to enlarge your images will guess at what the new pixels should be. There are no programs that guess well enough to make good quality enlargements.

If you have a digital camera, set it on a tripod in the Macro setting. bring the photo or the camera lens as close as possible with enough light and no shadows. may have to try a few times to get it right. download into your pc, crop to size and apply. you can now make the photo larger with good results.
