First of all you hve to get a passport for which you have to contact nearest Passport Office and submit application for Passport with required documents. After getting the Passport you can apply for a visa for whichever country you want to visit by submitting application at the Consulate of that country.

Go to the local Embassy of the country of your nationality, there is usually one in California or the state of New York (the big states). Then go to the local immigration department to apply for the travel document. Good luck and don't get deported!
