you are going to have to be able to type them in Korean if you want the English, and if you know almost no Korean then try zKorean (1st link), and if you can read a little korean, try Naver (2nd link).
If you want to type in English and get a Korean result, both are acceptable.

I don't know if I'm understanding your question completely.. but... You can't really translate romanizations into English with an automated translator, because the romanizations of Korean are so subjective. For instance, the word for "hi" can be romanized as anyoung or ahnyung and many more. You need the actual hangul characters in order to use an online translator.
And if you need a translator for the actual characters, I think http://babelfish.altavista.com/ is ok. I usually use it for other languages so I don't know how good the Korean is, but for other languages, the translations come up to be pretty good most of the time.

So far, I've not seen one site or program that can translate English to Korean or vice versa dependably.

You can get a translator plug in for your Yahoo instant messenger that will translate to/from korean. It's called Yahoo! itranslate.
