You indent it when it is excessively long.

When you don't want to use quotation marks. For example, if you cite a letter or paragraph from a book verbatim, you could offset the quote by reducing the margins on either side. That way, quotations within the quote are preserved in their original form as double apostrophes instead of single ones.
