US Visas in Morocco are only issued out of the US Consulate, Casablanca. It is located at 8 Boulevard Moulay Youssef, and the telephone number is (212)(22)-26-45-50.

How do you know him? If you just met him over the internet I doubt a visa officer will be forthcoming with a visa.

Well, it would depend - there are tons of visa's. He could get a student visa, work visa, fiance visa, etc. He'd have to apply for whatever visa he wanted and see if he is eligible.
