God makes retards, but only indirectly. I don't think God chooses to make retards directly, it's just a natural consequence of the natural world (a mutation of a certain gene). God started creation with the Big Bang, and I believe, as proponents of Intelligent Design would probably agree, that God set certain things in motion - He had a "hand" in certain things, the result of which we see now in our world and our universe. However, I do not believe God was meant to "fix" everything, because the point of life isn't to live in a perfect world.
There are flaws or imperfections in our world, and we could go into the many questions that come with believing in God, such as why would God allow suffering, or natural disasters, etc. I won't delve into these questions too much here, since that would require a discussion of philosophy and theology, although it would pertain to your question.
Basically, in creating everything, I believe that although God can do whatever He wants, he also set the rules (like the physical constants and properties of this world, such as gravity, electromagnetism, etc.). Where things can proceed naturally he lets them be, and will only "divinely intervene" when there is truly a bigger purpose. For example, the evolutionary theory is widely accepted as truth, and it should be, but there are still many questions and holes, such as how DNA came to be in the first place (given that it's such a complex mechanism, it's hard to believe that it just self-created or evolved from "primordial soup").
My main point, though, is that God set the rules, and I believe He tries not to intervene with the natural world as much as He can, because after all He set the rules. I'm not saying God would never intervene, because if there was a much bigger purpose, I know he would. Put another way, if you created a game with a bunch of people participating, would you suddenly change some rules or violate some rules in the middle of the game? Wouldn't that seem unfair, or illogical? However, if you had a much grander purpose, maybe you would be justified in violating certain rules a few times.
I'm sure what I've said isn't fully satisfying, and begs for more questions and discussion, but a satisfying response or discussion would require talking about a lot more.
The book, The Language of God, by Francis S. Collins, eloquently explores how faith and science are in harmony and explores many of these difficult questions in science and a little bit in philosophy. I highly recommend the book.

God doesn't 'make' retards. Malfunctions in the human body happen from sin, or wrong doings. When folks do drugs (any, and all kinds, even aspirin,) during conception, and it makes the baby sick, how can that be Gods' fault? Ever since Adam and Eve ate the forbidden fruit, God lost all control over human kinds' ability to have 'free will', meaning, mankind can choose ANY way over Gods way, because we have the power to do so. So, if we choose our OWN way over Gods' way, how then can God be held resposible?
It can also be genetic,......."The sins of our fathers passed down from one generation to another,......" The only way to break that cycle, is to stop doing that sin. Again, *how* can God be held responsible when we humans choose *any*thing over him?
Perhpas you may wish to do your geneology as to find out who, went wrong, where, in life. Besides blaming God, that's a good place to start.~~~along with fixing your own sins as well.

not sure what you mean by that, because where I come from, that word is an insult.
Let me asssume you mean people with mental handicaps, like down syndrom people.
I wish you could have been in my church this past sunday to watch our Christmas program. We have a special ministry for people like this and they are a blessing indeed. We have about 30 or so that have these problems and they put on a great Christmas show and have been for many years.
I think these people are here for us. We get to see how it could have been for us. He didn't have to make us the way He did, we are blessed. But make no mistake about it, these people are blessed to, because the Lord preserves the simple! They are hear to give glory to God and they do that very well indeed!!!

It's an error in the DNA code. A glitch. A random, quantum indeterminate boo-boo when the DNA molecular chains were trying to encode the prenatal brain. Nature's not perfect. Apparenly God is supposed to be. I choose Mother Nature.

God has a purpose for everyone. Sometimes we cannot understand why God would make people who society would deem "unfit" but everything in life has a purpose. Next time please don't use "retards" because that's degoratory rather use "intellectually disabled" or "mentally retarded" or "mentally challenged."

god made man from the beging perfect now we are offsprings of this perfect man and woman.now when they sinned things changed just like baking a cake if the pan have a dent in it everything you cook in that pan will have a dent in it.so person that born with a disablity is because man and woman sinned it spread to there offsprings.

Well ask yourself that question. Your not a very nice person. Mentally or physically challenged would be the correct way to say it. I hope nothing ever happens to someone that you love that is life altering. Anything could happen I hope you would have more sympathy or find your heart!

Maybe to teach us to have faith like that of a child. I've noticed that people that are mentally handicap seem to hold on to their child-like innocence throughout their entire lives.And to teach us that we are all created equal in God's eyes.No matter how different we appear to each other.
