A first time bird owner is best off getting a parakeet/budgie. A finch does not talk and a cockatoo is a seriously high maintenance bird, only for experienced keepers they have far too many problems if not cared for properly.
And to those people that say parakeet do not talk, a parakeet holds the world record for the biggest vocabulary. A male is more likely to talk but is mostly depends on how much time you give to the bird.

Well, it doesn't sound like you are too knowledgeable about birds so I would definitely avoid the cockatoo. I would not get a cockatoo if I was a beginner. A finch is not going to talk. So for you I would suggest a Budgie/Parakeet, a young male from a breeder.
Budgies (parakeets) do talk, unlike what a few people said in answer to your question. They can in fact be very good talkers with the right training and patience. Check out youtube for some videos of keets talking, some are very funny! Males are generally going to be the talkers.

A male Parakeet can talk, and they much easier to care for and they can fly around once tame.
A Cockatoo can probably learn more words and it live very long. Take into consideration your age and the age of a Cockatoo. I knew a lady that had to take a Parrot after her friend died, she said the bird was very different after losing it's mate. I say mate, because Birds are like people, they can fall in love and I not mean this in a stupid way. Also, if the Cockatoo not like you, it capable of biting your finger off, whereas a Parakeet just hurt.
Finches just make a cool sound and usually kept in a cage all the time.

Hey lola sugar...LOL right there with ya! I have a Umbrella cockatoo that is 22 years old...a baby! What a combo for question...finch parakeet or cockatoo???? Parakeets can be great talkers but have you considered the age of these birds or the vet bills? Having a "exotic" pet is almost twice the cost of normal vet visits. Birds can carry things that can make people sick and the test to check for this is not cheap!!! Having a bird is a HUGE commitment, they are not 20 dollar disposible pets

Do you know the difference in care and requirements between a finch, a parakeet, and a cockatoo? It just seems a really bizarre trio to throw together, and not all birds have the same needs and requirements.
For one, cockatoos can live for DECADES. Are you prepared for a 40-50 year commitment to a pet?

Finches and Parakeets don't talk. Please do not get a large cockatoo without large bird experience.
A small cockatoo that still talks is a cockatiel. That would probably be more in your price range, considering the others were a finch or a parakeet. Most large cockatoos are over $1000.
I have 2 cockatiels myself and males (get one from a breeder who has talking birds) are extremely talkative with the right genetics and upbringing. Females usually never talk. My male cockatiel has his own 3 minute song he sings every morning, as well as copies most of the whistles he hears. As for words, he says 'pretty bird', 'happy bird', ' Hey Casper, whatcha doing?' 'bath time' and 'hello', as well as some other words that he tries to say, but I haven't figured them out yet.

Parakeets and cockatoos are capable of talking but some never do. Finches do not talk. The best talkers are the African grey parrot and the quaker parrot. Birds take time and dedication. They are many that are smarter than once thought. Some can outlive you. These are considerations to think about. Birds take dedication and significant time. Research the bird you want carefully before purchasing and good luck. Like all pets;you get the pet you deserve.

Any Parrot is capable of talking, BUT saying that it really does depend on the bird, i have a cockatoo who is eight years old, and he only knows how to say hello, also, i wouldnt just go out and by a parrot because it talks, i would read up on all the different parrots out there simple fact is like with a cockatoo they need so much time and if they dont get that time spent with them they tend to feather pluck, also all parrots need alot of care and different foods otherwise there health is at risk, i would advise reading up about them first other wise you may get in to deep and find you cant cope, i actually breed parrots and know of so many people who havent had a clue on how to meet a parrots needs!

I too have a Cockatoo. His name is Lurch and he is 15. I got him passed on to me because of the MESS he makes. My sister was his previous owner and she didnt know what she was getting into when she bought him. He really doesnt talk much, he only says hellos and hi birdy. It isnt very clear. He was a little over 2000 $ and that doesnt include the huge cages these birds need, and the constant up keep. They come with vet bills, they can get sick easily if not enough sun light, not enough vitamins, and are prone to lung and resperatory problems. They eat a variety of nuts and weird little birdy foods, not just seed. They are very snuggly birds (the nice ones) but can get very attached to one person. He screams when the sun comes up, screams when it goes down, and im sure the neighbors think we are murdering children by the sound of it. They are a big responsibilty and become attached to their owners, and not to mention they are very destructive. my couch has holes in it because of him and a new pair of black fly sunglasses are totaled by his beak. so be ready for it if you do decide on a cockatoo.
