I agree with the other poster that these genuine Converse will not be cheap if they are genuine compared to US. I remember looking at Converse in Central and thinking wow, these are expensive.

1. Siam Paragon Mall - Sukhumvit Road Bangkok
2. Central World - Sukhumvit Road Bankok
3. Emporium Mall - Sukhumvit Road Bangkok
4. Central Department Stores - In most malls
5. Future Park Mall - Rangsit
6. Most any large Malls

Depending on your size, and your reasons for wanting to buy shoes in Thailand, you should definitely be aware of a few things. First, shoes in large sizes or for narrow feet are hard to find in Thailand. Most Thais have smaller, but wide feet. Secondly, namebrand products will be expensive in Thailand, especially if they have been imported, since Thailand imposes a 100% import duty on most imports. Thirdly, Thai people are master copyists, and can sell an imitation Rolex which looks genuine, but for a cheap price. Seeing a brand name on a product there is no guarantee.

I know this isn't what you wanted to hear, but I can give you some advice about what you SHOULD buy cheap while there: Tailor-made suits! You can get a custom-made suit, to your specs, for as little as $100 US. I bought my wedding suit, custom made from all-white material, including measuring, fitting, and finishing, for $90 (you have to negotiate the price). That was a suit jacket, slacks, and a custom-made blue, collared shirt. Only the tie was left for me to purchase separately. Many of the tailors have come to Thailand from India.

The shoes, though, you should probably just buy in America and take with you to Thailand if you want them there. I recommend that if you are not using a pair of shoes regularly, you don't take much in genuine leather, since the humidity there will cause them to mildew. (Regular use will prevent this..."Rolling stones gather no moss!")
