In certain cultures yes it is a manner of flirting. However , if you don't like it you should be assertive and let him know. Sometimes guys think they can start touching where ever else they want without mutual conscent if you don't stand your ground. Better to speak up NOW than find yourself in a possibly dangerous situation where they don't take No for no ! Be CAREFUL.

sometimes it is a comment but other times it is a way for some guy to look good and act like a smartass!!just ask him why he did it and ask him wen the people he was around. He will tell you the truth then.
