No. If a person running for presidency said that; I'd question their mental stability. Alot of those people 'speaking in tongues' is mass hysteria. However, there are times though very rare that indeed the Holy Spirit descends upon a person, but not a large group, laying on the ground, speaking gibberish--that isn't the Holy Spirit.
