I don't know of anything free, but Microsoft's very affordable Picture It! does the trick. It also does a lot of other editing, it is great software for the price. We have a few versions, but the classic Picture It! 98 is my favorite. You could probably pick it up on ebay for next to nothing.

I THINK I'M ANSWERING THIS QUESTION CORRECTLY. DO YOU WANT TO KNOW HOW TO GET THE PHOTO SMALL ENOUGH SO YOU CAN CUT IT INTO A HEART SHAPE THE SIZE OF YOUR LOCKET? IF THE PHOTO IS ON THE COMPUTER, YOU CAN DOWN-SIZE IT, THEN MAKE A COPY ON YOUR PRINTER WITH PHOTO PAPER. IF THE PHOTO IS ALREADY PRINTED AND YOU'RE HOLDING IT IN YOUR HAND, YOU CAN EITHER PUT IT INTO THE COMPUTER AND DO WHAT I JUST SAID, OR TAKE IT TO A PHOTOGRAPHY STORE OR SEND IT TO ONE OF THE PLACES THAT DEVELOPS PICTURES BY MAIL, AND MARK OFF BY TAPING THE PHOTO TO SHOW EXACTLY WHAT PART YOU WANT, AND HOW SMALL. THE FEE FOR DOING THAT IS MINIMAL. I'VE DONE THAT MANY TIMES, AND IT WORKS OUT VERY WELL. HOPE I HELPED A LITTLE.

Take a selected photo - On that Draw a Heart - then edit the remaining portion - Copy it now - take a print - Again Cut it to size - place it in the locket - Shhhhhhhhhhhhhhhhhhhh put it reverse - so that the Front portion of the Photo touches / looks your heart - THis is New thought of Modern love

I did that a few months ago using printmaster which had the heart template and using Irfanview photo editing to get it to that small of a size.
