The good old NE555 timer chip can provide 150mA output directly, and can be easily configured to the timing you need. For more current, a relay or buffer transistor will do the trick.

Depends on how electrically inclined you are. If you know how to wire a circuit, you could wire up an astable multivibrator. Depending on the size of the resistors and capacitors, you can arrange to have the circuit pulse at almost any frequency you need. I'd run it off a 6 volt lantern battery that you can obtain from basically anywhere. Just make sure you get components that are capable of handling 6 volts. This would be pretty cheap, you can order the necessary parts almost anywhere, or just buy a small electronics kit. If you need any more help let me know.

u can go for a timer circuit using the IC555 or similar chips with 2/10 seconds on off design along with a motor driver or with aan elecctro magnetic relay
