For a FORMAL letter, the proper complimentary closing is
Very truly yours,
Sincerely is more informal

All the best,
Regards,
Warm(est) regards,
With affection,
With intent to act, (if legal action is threatened or implied)
Kisses and hugs, (for loved ones)
Thinking of you,
Later,
Take care of yourself (or each other),
Best wishes,
Love,
etc.
