Not sure if a Dog counts as a passenger !

What does a passenger have to do with anything? Anyway, I have drove through 2 toll booths on accident in the past 6 months and neither one has sent me a ticket. They are supposed to though, that is why they have cameras that face your license plate.

the carpool signs clearly states: 2 or more persons per vehicle. that specifically means that there has to be at least 2 people in the car. you cannot include any animals or any thing as a person. learn to use common sense.

yes you can, as long as you yourself are a dog, and you are on a freeway for dogs.
