This is a common occurance in bird species. Most times it's because the parents detect a defect in the offspring and they let nature do its job. Other times its the immaturity of the birds in caring for offspring that may give rise to this happenin.

I suggest that if you want to rear this bird that you obtain some feeding regime and crop needles and hand feed the bird until it can feed itself.. (about 3 weeks) The bird will bond with you and be an excellent companion bird and follow you everywhere.

they have rejected it and this is common, in order to keep the baby alive you will have to hand feed the baby and you need to research how and what fast. baby birds cannot live very long without food.
