when I slowly rock the steering wheel back and forth there is play...is this normal

No more than 2 inches at the rim of the wheel. And that's too much, really.

if someone told you that its ok, they are rudely telling /giving you some false information. alot of play or slack in the steering wheel only indicates badly worn parts in the mechanical steering apparatus under the front end,...usually caused by high mileage on the vehicle....remember this vehicle is a 1994... so it normally would have well over 100k miles on the steering mechanism.

There should not be any slack in the steering column. Please take the car to get it checked out before you drive too much in it. Could be something simple and cheap to fix but could also save your life!

no it shouldn't,i own a repair shop and the explorer is usually a good driving vehicle,, if its got a whole lot of slack,,or free play in it,there's something wrong,,id try checking the main gear box,and also check the pit man arm,,and the idler arm on it,,its not normal at all for those to have free play in them ,i been at this for 36 yrs,and usually those vehicle drive as good as any other on the road,,but get it checked out,it sounds like its unsafe to drive,,good luck i hope this help,s.,,PS also have the steering coupler checked on it..merry x-mas.

I love my fords , but the steering on the trucks always seems to wear out quick . Drive by a reliable tire shop and ask them to check it out if theres no charge. ( they do it free around here )

no either the idler arm,or the Pittman arm is bad jack it up and secure it on stands and push in and out on the tire and see what are is moving real bad one is off the steering box and the other off the passengers side frame in front

It might be more to it, tie rods might be worn out, ball joints might be a goner too.
Do you notice your wheel being a bit loose when braking ? If so then your ball joints are dead for sure

check your drag link for play.....short link connected to steering linkage............common problem, replace this $50 part and things will tighten right up
