(C) This should be "which has." In this instance, "where" cannot be used as the subject for the verb "has"; therefore, you must introduce another word that can be a valid subject. For example: "where they have live jazz every night," or "where there is live jazz..."

Note: "at the Peter's" is not correct as it is used here. Valid possibilities are:

"at Peter's" , or perhaps also "at the Peters' " (indicating a family named "Peters", meaning "at the Peters' place, house, restaurant, etc.").
