Chances are for starters you don't love each other...love is a strong word and you shouldn't throw it around you probably just like each other. If he said he wanted to kiss you maybe he's shy and he was hinting for you to do it. Just pucker up and kiss him...

Well, I had the same problem with my husband. He never wanted to kiss me. He says it's because I made out with his brother but I know he's lying. I brushed my teeth several times since then, but he still won't kiss me. So now I'm trying to decide who I should stay with.

He's just shy and scared...
Make it known that you want to be kissed. Talk to him about it...
Like, if you're watching a movie/tv show together, that has a big makeout scene, just say something like,
"I've always wondered what it would be like to kiss you..."

He's scared too. Did you say you wanted to kiss him too? If not, he maybe afraid that you don't want to. Ask him for that kiss he said he wanted to give you ;)

Maybe your with him for the wrong reasons! Cuz if you were really attracted and really liked em, you would at least start taking steps to get sum action. Unless of course your savin it for the right man.

maybe he is afraid that he will not kiss good enough for your standards so he may think that you will break up with him.just tell him that you will love him no matter what and maybe one day you will find yourself swept off your feet from the most amazing kiss ever.i hope that's what happens for you.good luck
