try these workouts
1)
Complete four to six reps of form accelerations. These accelerations begin slowly with a jog and build up smoothly and quickly to 90 per cent of maximum speed over a 30-50 metre distance. Then maintain this speed for an additional 20-30 metres.
2)
Do two repetitions ('reps') of 60-80 metre strides at about 75 per cent of your maximum speed, with a 60-80 metre, walk-back recovery.
3)
Follow this with two 40-50 metre accelerations, from 50 per cent to 90 per cent of maximum Use a slow walk back to the starting point, while keeping your legs loose and relaxed for recovery

3 seconds? i don't know! its tough, u gota run about 10 200m repeats everyday. 25.2 is a very good timing

Two suggestions one of which will cost you some money:

1) Run against resistance. I'd recommend buying a speed parachute - there are loads of places where you can buy them. Here's one: http://www.timeforfitness.com/running/

2) Mix in some hill running into your training schedule. I found this gave me a burst that I didn't have before.

Learn to get in the 3-point stance you get about 2-3 seconds ahead. And try to have a swift motion( no changing your motion while running ). And also try to lean forward once yuo get to the end. And whatever you do, DO NOT STOP.
