Of course when I check to see who starred this question both are girls... Guys always like a funny girl. Depends on the situation but an easy way to break the ice somewhere you frequent a lot is to casually bump in to the guy and say something like "haven't I seen you here before?".

introduce yourself and ask her how she is doing.Then tell her she looks like an interesting person & ask her if she would like to go out sometime and if you can exchange numbers.Make sure she is alone though and not around friends, you might get rejected if she is in a group.Good luck and I hope this helps.
