It is a financial instutution inviting you to apply for a credit card. Most of the time they only offer a low amount of credit, especially if you have a low credit rating, but be careful because everything you apply for on credit (a card, in store offers, bank loan) all go onto your credit rating whether you are approved or not.
Personally, I think it should be outlawed (sending out such invitations) because it intices people to use credit rather than pay cash. If they dont have the cash to pay for something, chances are they will use credit alas...making the financial institutution some profit due to the ridiculous amounts of interest charged as well as the annual service fees etc. Do yourself a favour & dont apply, just return the invite (unmarked) in the prepaid envelope. Make them pay for something, even if it just a postage stamp :o)

It is an offer for you to apply and open an account with them. If you have any questions of the specifics of the offer call them, they are there 24/7/365. If you want to stop reciving the offers, call them, they will remove you from their list, you can also call (888) 5 OPT OUT, that's an automated system that will remove you from the Credit bureaus list of names they sell to companies, both processes take 30-45 days to work, but if you don't like getting the offers it's well worth the phone call.

it means they want you to open one of their credit cards and put lots of money on it and get into debt that will last you the rest of your life. beware! dont buy anything you cant afford or you will be screwed!
