need help finding money for a non profit homeless shelter

You should check out Ordinances and regulations in the city , state that you are in .
Also you might want to put a presentation together and visit some other pastors and churches in the area.
And if you don't have a 501 c3 non profit status you need to get one or align yourself with a organization that you can work under
In order for you to issue tax receipts for deductions.

I would call another homeless shelter and ask them, they would probably be very helpful, because you are doing something so wonderful!!
