If it goes like school to district to ______ to _______ to ______ then to nationals?

I would think from district to state to regional to nationals.

I can only imagine you would then go on to the city-wide spelling bee.
If you win there, you go onto the state spelling bee.
After that comes the National spelling bee.
After that come the World Championship Spelling Bee.

It depends on whether you live in a large city or a rural area. I can tell you from my personal experience that, coming from a tiny town in rural Missouri, I went from school to district to state to nationals. Some places probably have other categories, though, like counties or regions?
