looks like broken portugues.

It should be: Sei o que voce esta falando.

Although ta is usually just what is spoken so that part could be right if it was just spoken (not written). It means "I know what you're talking about."

Oh - keep in mind I don't have the proper accent marks and the little "hats" properly set on my computer yet, so I didn't include them.

"Sei la" means "I know" or "I know it" and "fallando" means "speaking" or "talking" in Portuguese. But the "quevc ta" part doesn't make sense to me.
