yah it sorta sounds like a date. it all depends on the arrangements you have made.. is your online connection just a friendship? or have you discussed the possibility of maybe taking things further?
meet up for lunch in a public place. it will be a great chance to see what he is really like, for real, in person..

If you must have a friend go with you and stay in a public place don't go in any secluded areas. Were i you i would not do this too many creeps out there

its a date ---- a date is just a time to be together and get to know each other --- thats what this sounds like ---- maybe he does not want to put pressure on you by saying "come on a date"
