Yeah like some people have said, nice areas to live AND surf are Huntington beach, New Port Beach, Redondo Beach, Manhattan Beach, Hermosa Beaach, Malibu area.
Long Beach has it's good parts and bad parts.
But that's LA for you.
I really recommend Hermosa Beach area. It's small but the local feel to the area is fun, nice beaches, nice shops and restaurants and you in the middle between Redondo and Manhattan so you can always veer right or left depending on the waves that day.
Also easy access to PCH so you can always drive up to Malibu or take the 405 freeway and drive down to the Laguna Beach, Huntington beach areas if you feel like it.
Though you'll be a bit far from areas like Dana Point and San Diego which have nice beaches as well.

I've lived here in Long Beach for the past five years and I love it! I started off single and would hang out in the downtown/Pine Street area where there are plenty of bars, clubs and restaurants. Then I got married and Long Beach still seemed to be very accomodating. My husband and I would go to great restaurants in the East Village Arts area and along Second Street. And then we had kids and Long Beach still seemed to fit us very nicely. The aquarium and parks are very clean and fun for kids and family.
What I really like about Long Beach is that there is a neighborhood for everyone. There's the downtown area, the artsy area with fun cafes, residential areas for families, the gay-friendly areas and ethnic areas. It's a very friendly, tolerant, semi-urban city. I would strongly recommend you move here if this sounds like something you would like.
As far as surfing goes, I'm not sure if it's known for big waves. BUT, you could always drive south on PCH and hit beaches that are well known for surfing such as Huntington and Newport.
When I first moved to Long Beach, I hung out in a local grocery store and went to several cafes. You can get a really good feel for a city by doing this. You'll see how friendly the people are and how yummy the restaurants are. I think you'll like it!

You should definitely visit before moving. Like most other cities, it has its good sides and bad sides, as some of the previous posters have pointed out. The weather is great, and that can't be disputed. The surf stinks, and that can't be disputed either. Long Beach faces the wrong way to get any big surf, and the geography is all wrong. There aren't any good breaks in LB. You need to head south to Huntington and Newport to get any decent swell.
Be sure you have a job lined up. Housing is very expensive out here. You can rent some cheap places, but they film a lot of episodes of "Cops" in those areas, if you take my meaning.

Long Beach, except for the immediate coast and the Belmont Shores area, is GHETTO! Even one block inland from the coast and you're in the $hits. Long Beach has nothing to offer in the way of surf. I would seriously consider Seal Beach, Huntington Beach, or Newport Beach (minutes from Long Beach south on PCH). Those areas are safer and cleaner, and the surf is far better, especially in Huntington Beach and The Wedge (On Balboa Peninsula- Newport Beach)

The nice areas of Long beach have steadily declined in the last 20 years. I think it will be a giant Ghetto soon. It also has a monster gang problem. If you want to move to socal and surf, check out Redondo & Huntington beach. A little expensive, but chill and laid back.

I live in 2 cities over from Long Beach but I've worked in long beach for 13 years. I love California period. Long Beach is nice for the most part. The Signal Hill Police (part of Long Beach) are d!cks and the water isnt so clean.
