She can just tell him that she doesn't feel that way about him anymore and that she wants to move on. But she won't. In the interest of "Not wanting to be mean" she is going to lead him on which will lead to the long, drawn-out break up. Be careful. Chances are, you could be next.

just tell him.... "i'm sorry (name) but i just don't think that this is working.. it's something with me that is not allowing me to be happy and be myself.. your a great guy and any girl should feel great to have you in their life.. but theres just something thats not working for me and i think it's more of a brain thing and i just can't be in a relationship right now"....dont' tell him that she likes you cause that will just be shi**y like she was just using him so she didn't have to be alone and now that she has finally got the attention of the guy (you) that she actually liked and has the chance to take him she's going to.. dont be to heartless about it, let him know it's her and not him.. and wait a week or so to announce that you to are a couple.. good luck and best wishes!
