I had this problem for years. Doctors told me it was lack of vitamin B and C. I took large dozes of both for 3 years and haven't had this problem since. You should check with your doctor to make sure though. I also got some cream (zink pasta) and covered my fingers with it before I went to bed. Use cotton gloves to make sure it doesn't go all over your sheets. Again, ask your doc, I'm sure there are some better cures for this today as I had this problem about 30 years ago.

It's a fungus--like athlete's foot. I used to have the same problem. (Picked up a fungus on my fingers in the gym doing gymnastics as a kid, had the problem until I was in my 20's and a woman I worked with told me what was causing it.) Use an anti-fungal cream like Lotrimin AF. Use it following the same directions you use for athlete's foot. It should work. You might have to do the process more than once, but once it's gone, it should be gone forever. If that doesn't get rid of it, see a doctor. They can give you a prescription that should kill the infection.

My hand seem to crack and bleed if I don't follow up with lotion every time I wash them or do dishes or any activity involving lotion. They have been so bad at times, I actually put Vaseline petroleum jelly on my hands and slept with a pair of tube socks on them for several weeks. My mother recommended this to me and it really helped a lot. Good luck I know it can be a real pain.
