I've hav'nt come across this term before. Being sterile usually means that a person is unable to produce children. In the context of a church, it would mean the same thing. The church is no longer bringing in any members? At a dead end maybe.

I would say a church without any power. Our faith according to the bible is confirmed by signs and wonders just as was Jesus and the early church. Today are churches are sterile, not signs and wonders, no power. Power has been replaced with programs.
