A Catholic should receive the Sacrament of Reconciliation whenever he or she has completely cut oneself off from God (in the state of mortal sin) and at least as once a year.

Catholics may receive the Sacrament of Reconciliation whenever he or she feels that they need to be reconciled to God and the Church. Many go once a month.

With love in Christ.

According to the Precepts of the Church you should go to confession and receive communion at least once a year, preferably at Easter. This is commonly referred to as your "Easter duty ". However, all Catholics should go to confession if they have committed a mortal sin as soon as possible and as often as necessary. You should not receive Communion if you are in the state of (mortal) sin.

A Catholic should go to Reconciliation whenever he or she is feeling guilty about something they have done or have not done, even when the person they have wronged has forgiven them. Guilt is a sign that your relationship with God has been harmed by sin in your life and it is time to experience the grace of God's mercy and forgiveness.

At a minimum a Catholic should go to to Reconciliation once per year.

Atleast once a year if you commit grave sin. Though any minor sin just pray for forgivness and repent. Other then that practicing catholics will go once every month to three months and those who practice the faith piously might even go once a week.
