A flag is saluted only by those in uniform. Former military do not salute, but all civilian should place their right hand over their heart as a flag moves as part of a procession or when passing a flag or when the flag is lowered or raised. As to why, well, it's a matter of protocol and respect for our national emblem.

Citizens who have served or currently serve in the military & boy and girl scouts are the only people who are allowed to salute the American Flag. I'm not sure why the Scouts do, but those who have done military service actually served for the United States (the Flag represents the United States), and I suppose saluting the Flag is very similar to saluting a superior officer (but of a higher honor.)

Regardless of why they actually do it, they served in the military, and have earned the right to. Good for them.

We can truthfully accept as a fact that in this "School of Life" we have two things.... our behavior and time in which to perform whichever such behaviors that tax that time
It would be safe therefore to suggest the behavior mentioned is a "cultured behavioral pattern"- one in which there is no victims
