All kittens are even cats. They just love their owner but no one else.

Cats, like people, have many different personalities. Your kitten may be a little timid, and the sight of a new person freaked him out. Cats also have an acute sense of smell, and the inspector may have a dog or cat at home, and the smell of the other animal scared the cat. Another tip: when a cat is scared, leave it alone. A scared cat does not differentiate between friend and foe, which is why you have claw marks in your back.
You may just need to socialize the cat more; bring others into the house so that the cat becomes used to company. DO NOT FORCE contact with these visitors however, or the cat will learn to dread visits from outsiders. If the cat becomes curious enough, he will come check out the company. Unfortunately, some cats never get used to other people, and that may be a reality you just have to live with. Enjoy you kittens!

no he's not, there could be many reasons why he's acting like this. My cat was which was a stray, was deathly afraid of people. He even hissed at me for a week after finding him. I ended up having to move into a house w/ 6 people which actually turned out to be a good thing. He learned to accepted all people and not to be afraid. perhaps your cat just isn't completely socially trained. If possible have people visit your house so that he gets use to other humans. Another reason he may be scare is if the stranger was wearing some uniform or certain equipment. I've heard of cats who familiarized uniforms w/ bad experiences. Perhaps before you got your kitten he wasn't taken care of properly by someone who dressed similar to the stranger. I would recommend putting the kitten in a room where he won't be bother when repairers or workers come to the house just so he won't be so distressed.

Have you done any socialization with this kitten at all with people other than yourself or with other strange cats or kittens? I worked at a camp one summer and there were three kittens there and at the beginning of the summer one of them was very timid around people. After a summer of seeing hundreds of children, all three of the kittens acted more like puppies and came bounding up to the door purring anytime someone came in the room. I would say if you really want to help him, see if you could have some unfamiliar friends come to the door, or have a few people over. You could try setting up the room so the cat can't leave the room but could hide, and just desensitize him to lots of different people. It worked with the three camp kittens.

Not at all. I have cats that my even my friends have never seen. Kinsey is the "inspector" - he has to have his nose in everything that goes on around here. Mincho will run away if I bring a plastic bag into the house.
Cats are known for their wariness around strangers. In the Middle Ages cats were very persecuted and killed in great numbers. Then humans had to deal with the devastating deaths from the plague carried by the rats.
I think it may run in the genome of cats to be wary and fearful. The ones who were the best hiders escaped the slaughter.
Kittens of course are absolutely fearless which is why they shouldn't roam freely outside until they are grown.

Not strange, maybe brought up in a different home
and the people with that litter of kittens probably
didn't socialize with them much such as holding
and playing.

He probably freaked out because it was someone new in his territory. The next time someone comes over, just ignore him. You probably made it worse for him by holding him out in the open, where anything could get him. Don't worry, he'll settle down eventually.

Cats get attached to people. She or he plus people or strangers are much bigger than her so she might be scared. Or just might of had bad experiments with people!
