Do you know for sure she likes you as a friend? Unless you made a move and she told you flat out she just wants to be friends, you don't really know that for a fact. She could be giving off that vibe because she wants you to feel comfortable around her and still be her friend. If she has low self-esteem, she may think the only way to keep you around is to never scare you off by making you think she wants something else.
Just ask her to hang out (and don't attach any meaning to it for now), and see where it goes from there. When you hang out, be a little bold and flirt a little by maybe tapping her arm to get her attention, and move up from there. Put your arm around her playfully and see how she reacts. If she acts like she's having a lot of fun even while you're gradually flirting more and more with her, then you're golden. And even if she doesn't, well, does she act scared or turned off? If she seems a little unsure, then she may just be nervous, especially if she isn't all that experienced. If you feel comfortable with it, ask her quietly if she had fun, because you did, and lean in a little. If she doesn't back away, ask if you can kiss her (if you just move in she may freak out) if she says ok, well, I guess you know!
