+ That depends entirely where you are. In some countries the constable is the only one who can arrest you. In Massachusetts the constable can arrest you if he has a civil warrant(but not a criminal warrant).

Pathfinder is correct. A Constable is a certified police officer and has the same powers of arrest, search, and seizure as any other city, state, or county peace officer.

In the U.S., a constable is a commissioned law enforcement officer. Yes, he can arrest you.
