I always speed up because they are busy with someone else so I can move on.

Actually, here in IL they set up decoys where it looks like a trooper has someone pulled over and its a setup. The car being pulled over has dummies in it, and a second officer is in the car with the radar while the other pretends to be talking to the "mock" driver of the other car. So here thats why, not sure why in other places... maybe they are just being nosy like when people slow to look at an accident. Also, if you also almost get in accidents from hitting brakes or others almost do then obviously you/them are tailgating..LOL

Guess what? Most people have been driving long enough to know that officers often group together and run speed traps.
There could be a officer in a plane or copter and feeding the info to other officers on the ground.
Or maybe there is an officer standing on an overpass with a radar gun telling them who to pull over.
Yeah, Michigan has the slow down and move over law also.

More than likely, the Cop ahead has pulled over someone for speeding. Now those behind him, will slow down so they won't get pulled over too. Makes sense!.

I know! it drives me crazy! You know what I hate more though is when the cop is just driving down the street and everyone slows down to 5 below the speed limit!! You can't be pulled over if you aren't doing anything wrong, so what's the point...some people need to learn how to drive

In my state, North Carolina, it is a law. It's the "Move Over or Slow Down" law. If an emergency vehicle is on the side of the road you have to either move over to the lane away from the vehicle or slow down below the speed limit.
There were so many cops being killed on the roadside, that they had to make a law. I think every state should enact it to protect emergency personnel.

People slow down when cops pull someone over because they don't want to get pulled over and get a speeding ticket.

In some states its a law you have to slow down or change lanes if a cop is on the side of the road. In NC its the same for any emergency personnel and because of cameras in the patrol cars they can run your plates and send you a ticket in the mail.

The main reason people slow down at that situation is people like being nosy. They want to see what is going on and why those people got pulled over, and yes it is a very dangerous thing to do.

Well, in Texas, it's the law that we have to slow down when a cop has someone pulled over, or an ambulance is coming through.
I don't think this law applies everywhere though....
