Are you talking about the blue that comes out on the persons skin? It is a special tracing paper they use. They put it into their machine and it makes a copy of it onto the special paper. They cut around the tattoo and wet it onto the person body. My dad also used to used this type of paper for making signs. It basically helps you trace an object.

It is a transferable ink that is on the paper. When they push it to the skin in the desired place they can make sure that the tattoo is lined up with where the person wants the tattoo.
I have several tats and have seen it done many times.

The proper term is stencil. They take the drawing and run it through a thermal fax...out comes the stencil which is applied to the skin to act as a guide for the artist. The real work and talent is in the shading and coloring...that's what brings the tat to life.
