The best free archive utility is izarc(http://www.izarc.org/download.html). You can open almost any compression format with one program and don't need anything else.
Enjoy! be smart and use izarc!
have fun.

There are several solutions to accomplish this task. First of all you can use the original program to accomplish this, which is WinRar:
http://www.download.com/WinRAR/3000-2250_4-10583567.html?tag=lst-0-1
However, I prefer a freeware solution over paying 29.99 for winrar. The program I personally use is ExtractNow:

Winrar is the way to go, though. Google it.
