Of course you can. All are welcome. They will just expect you to listen quietly if you don't want to do anything else.

Yes a non-buddhist may attend a buddhist service and nothing is really expected of you except that you come with a open mind.

It is pretty much the same as any house of worship (for the lack of a better word). You may come listen, and look around all you like. Most temples have lovely gardens for you to look at.
