I am wanting a puppy or younger cocker spaniel as a pet for my kids for christmas? prefer a black female but will take what is offered

You want a reputable breeder who breeds the dog for love of the breed and temperment. I suggest you go to akc.org and find a breeder in your area, make sure you see where the puppies are kept, it should be clean. Potty training problems can begin with a bad breeder or pet store who has not kept the puppies area clean and taught them to deficate in the area in which they live and sleep. This is called a dirty puppy and won't still have the instincts to try and keep their areas clean.
Cocker Spaniels can be predisposed to have arthritis and hip dysplasia. So it's important to ask the breeder if their breeding pair have both been evaluated for this as it's genetic. Ask to see if they have been certified by the OFFA (orthopedic foundation for animals). This will ensure you cute healthy pup of today doesn't end up with a painful life or have to be put down because it's not humane to allow it to live with such suffering.
It never hurts to ask for refrences of other people who have adopted puppies. Ask for the breeders vet information so that you can call and check to see they parents have been given proper care and haven't had any illnesses that might effect your puppy down the line.
This is a lot of work but worth every effort in choosing a companion for your family that will bring you joy for many years. Get a book on the breed, crate train and take your dog to classes as soon as possible. Be sure and get your dog fixed as well, a female will be less likely to develop uterine cancer and will not be tempted to go searching for a mate when she goes through heat. A male should also be nuetered to prevent spraying, marking and other undesirable behavior including aggression and wandering.
Be sure and socialize your puppy as well. You may also want to contact local vets in your area to see if they are aware of any available litters. A little work will result in a dog your family will enjoy for a lifetime.

Contact the American Spaniel club (either Google or go to www.akc.org & click the link in the sporting group). I doubt any hobby breeders will let you have a dog for Christmas---remember, they are breeding for themselves---not the market. Sometimes, you have to be on a waiting list. You might want to check with local dog groomers & veterinarians---also ask what they charge for services while you're at it, so there are no surprises.
A better gift for the kids would be "How to be Your Dog's Best Friend," by the Monks of New Skete (or a book by Carol Lea Benjamin), with a note that you'll be getting a dog after the commotion of the holidays is over.
I am sure commercial breeders/brokers/ & scammers will contact you. If they are not showing dogs, won't allow you to see & smell the inside of their kennel, & you can't feel at least 1 parent----I wouldn't get a dog from them.

Animals are not just gifts, they are companions that need attention and care when the holidays are gone.

Contact some rescues, even if not in GA. A lot of rescue organizations work together and offer transport for animals.

Benefits of a rescue are that some of the animals are already trained and/or have been temperment tested, vaccinations and your saving these animals from being killed.

There are MILLIONS of unwanted dogs sitting in shelters across the world right now. There are enough pets on the earth for every human to have 5.
